IAC-CIAC convenes for the adoption of CSAC Program Framework

Members of the IAC-CIAC was convened by the Council for the Welfare of Children (CWC) through a workshop on May 3-5, 2017 to develop a 6-year strategic interagency plan adopting the enhanced comprehensive program framework for children in armed conflict situations.

The workshop aimed to assist agencies with Children in Situations of Armed Conflict (CSAC)-related mandates in policy-making, programmatic, and investment decisions, and to ensure that the thrust and priorities of the IAC-CIAC will include the implementation of the CSAC Comprehensive Program Framework.

The new Program Framework expands its coverage not only on children involved in armed conflict but also on all grave child rights violations (GCRVs); and now focuses on areas not yet covered by other child-focused initiatives in the Philippines.

Outputs of the 3-day workshop include the development of a results and logical framework, output and outcome indicators, risk assessment and the analysis of strength, weaknesses, opportunities and threats (SWOT).

A core group composed of the CWC secretariat, the Department of Social Welfare and Development Policy Development and Planning Bureau (DSWD-PDPB), DSWD- Protective Services Bureau (PSB), Office of the Presidential Adviser on the Peace Process - Planning and Compliance Unit (OPAPP-PCU), and Armed Forces of the Philippines- Human Rights Office (AFP-HRO) are tasked to enhance the workshop outputs for presentation to a larger IAC-CIAC group for review and approval.

Other participants during the workshop includes the Department of Education Legal and Legislative Affairs, Department of Labor and Employment - Bureau of Workers with Special Concerns (DOLE- BWSC), National Commission on Muslim Filipinos (NCMF), Commission on Human Rights – Child Rights Center (CHR-CRC), Department of Foreign Affairs - Office of the United Nations and other International Organizations (DFA UNIO), Philippine National Police – Women and Children Protection Center (PNP WCPC), National Commission on Indigenous Peoples - Office of Empowerment and Human Rights (NCIP-OEHR), Department of National Defense (DND), and the Department of Justice (DOJ).
