Mahalagang mamulat nang maaga ang mga bata sa mga pagdiriwang sapagkat parte ito ng makulay at makasaysayang kultura at tradisyon ng bansang Pilipinas. Sa kabilang banda, may kaakibat din na kapahamakan sa mga bata ang mga malalaking pagdiriwang lalo na dahil sa maraming dumadagsang tao, ibat-ibang pagkain, at may mga mapagsamantalang indibidwal. ----------

The Council for the Welfare of Children is the focal inter-agency body of the Philippine Government for children. It is mandated to coordinate the implementation and enforcement of all laws; formulate, monitor, and evaluate policies, programs, and measures for children.
