Plans & Programs

The Council for the Welfare of Children (CWC) is a Philippine government agency established in 1974 through Presidential Decree 603, tasked with promoting and protecting children’s rights and welfare. The CWC coordinates the implementation of child welfare laws, formulates policies, and advocates for children’s rights while building partnerships with various stakeholders. Key functions include monitoring and evaluating child welfare programs, mobilizing resources, and providing support in emergency situations. The agency also oversees local councils for the protection of children, ensuring that child-friendly governance is prioritized at all levels. The recently launched MAKABATA Helpline 1383 serves as a vital resource for reporting child rights violations, while the Makabata TeleRadyo Program aims to raise awareness and advocate for children’s issues. Through these initiatives, the CWC strives to create a safe and nurturing environment for all children in the Philippines.
