Tagaytay City, May 10, 2024 – The Council for the Welfare of Children (CWC), in collaboration with the United Nations International Children’s Emergency Fund (UNICEF), successfully conducted the 4th National Plan of Action for Children (NPAC) workshop from May 7-10, 2024, in Tagaytay City.
The 4th NPAC, spanning from 2023 to 2028, is a comprehensive six-year government policy document which adopts a multi-sectoral, rights-based approach aimed at progressively advancing children’s rights to survival, development, protection, and participation across the Philippines.
The primary objective of the workshop was to refine the Terms of Reference (TOR) for the Technical Management Group (TMG) responsible for overseeing NPAC implementation.
Established under Executive Order No. 233, series of 1987, the TMG serves as the principal advisory body and comprehensive clearinghouse for all national child-related policies, programs, and plans presented to the CWC Board. This workshop underscores the TMG’s pivotal role in formulating and overseeing child rights initiatives.
The event was attended by Undersecretary Angelo M. Tapales, together with the management committee, technical staff, and division heads from various government agencies, including the Department of Interior and Local Government (DILG), Department of Health (DOH), National Economic Development Authority (NEDA), National Nutrition Council (NNC), Department of Agriculture (DA), Department of Justice (DOJ), Department of Education (DepEd), Philippine National Police (PNP), Commission on Human Rights (CHR), Juvenile Justice for the Welfare of Children (JJWC), SPECS Foundation, Inter-Agency on Violence against Children (VAC), and National Authority for Child Care.
