CWC Staff Oriented on the SPMS

The Council for the Welfare of Children (CWC) Secretariat, through the Administrative and Finance Division, conducted an Orientation Session on the Strategic Performance Management System (SPMS) on March 4, 2019. This was attended by 35 CWC staff and RSCWC Technical Staff from NCR, CALABARZON and MIMAROPA.

Director Roderick Romualdo of the Civil Service Commission Field Office - Office of the President (CSCFO – OP) Cluster served as the resource person and facilitator for the activity.

The SPMS was crafted by the Civil Service to measure the performance result of the agency which can be reviewed over the period of implementation of the targeted milestones. It also provides scientific and objective basis in assessing the organization’s performance and collective performance of the individual employees within the organization.

The SPMS aims to:

  1. Concretize the linkage of organization performance with the Philippine Development Plan, Agency Strategic Plan and the Organizational Performance Indicator Framework
  2. Ensure organizational effectiveness and improvement of individual employee efficiency by cascading institutional accountabilities to the various levels of the organization.
  3. Link performance management with other Human Resource Systems and ensure adherence to the principle of performance-based tenure and incentive system.

The orientation-workshop focused on the SPMS Cycle which revolves on the Performance Rewarding and Development Planning, Performance Planning and Commitment, Performance Monitoring and Coaching, and Performance Review and Evaluation. It supported the initial implementation of the CWC Secretariat’s approved SPMS on February 06, 2018.

The workshop provided a common understanding of SPMS as a tool to establish (a) what the agency will achieve; (b) how to achieve; (c) and ways to manage people to increase the probability of achieving the identified targets.
