Enactment of RA 11188 and Issuance of its Implementing Rules and Regulations (IRR)

On January 10, 2019, Republic Act 11188 entitled “An Act Providing for the Special Protection of Children in Situations of Armed Conflict and Providing Penalties For Violations Thereof was signed into law. It seeks to strengthen protection mechanisms for children involved in, affected and displaced by armed conflict situations as well as to sustain the operationalization of a system on monitoring, reporting and response system on grave child rights violations. 

Pursuant to Sec. 33 of this law, the CWC, the member-agencies in the Inter-Agency Committee on Children in Situations of Armed Conflict (IAC-CSAC) in partnership with UNICEF Philippines, the Philippine Legislators’ Committee on Population and Development Foundation (PLCPD), drafted the Implementing Rules and Regulations (IRR) of this Act. 

Its corresponding implementing rules and regulations was signed on the 4th of June 2019 after a series of 8 inter-agency consultations in NCR, Luzon, Visayas, Mindanao (covering BARMM and Non-BARMM areas), and 2 workshops with children in BARMM and CAR, and a Focus Group Discussion with the Family Court Judges.
