Council for the Welfare of Children

The Council for the Welfare of Children is the focal inter-agency body of the Philippine Government for children. It is mandated to coordinate the implementation and enforcement of all laws; formulate, monitor and evaluate policies, programs and measures for children. Providing dynamic leadership in ensuring a child-friendly and child-sensitive society where every child fully enjoys his/her rights.

The Council for the Welfare of Children and other partner agencies of the Department of Social Welfare and Development (DSWD) took part in the Press Conference and Photo Exhibit on Adoption as the launching event on the 2016 Adoption Consciousness Week last February 15, 2016 (Monday) held at the Philippine Information Agency Auditorium.

The event is in annual observance of the Adoption Consciousness Celebration, as mandated in Proclamation No. 72 signed on 3 February 1999 by then former Hon. President Joseph Ejercito Estrada. The theme for this year’s Adoption Consciousness Week Celebration is entitled “Legal na Ampon Ako: Anak na Totoo” with English caption of “A Child Finds Worth in Legal Adoption” which is also the continuing theme for the 2015 celebration. The Adoption Consciousness Celebration will run from February 15- 21 2016.

Director Rosalie D. Dagulo, OIC- Assistant Bureau Director of the DSWD- Protective Services Bureau gave the opening remark on the Adoption Consciousness Celebration. Director Dagulo highlighted the successful partnership that was established between the DSWD, the Department of Interior and Local Government (DILG), the Department of Education (DepEd), and the Department of Health (DoH), Non-Government Organizations (NGOs), and other adoption stakeholders. Through the initiatives of the stakeholders, the DSWD foresees more individuals reaching out to local government offices and field offices asking about parental care. Furthermore, the role of the media was also accentuated as it conducted several consultations with the DSWD in conceptualizing some of their stories for the past few years. The role of the media is crucial in giving out the correct information to be received by the public.

Adoptive Family from Kaisahang Buhay Foundation, Mrs. Melissa Moran and her daughter Ms. Carissa Moran shared their journey as a family. They both mentioned how tedious yet worthwhile it is as they went through the legal adoption process. Ms. Carissa revealed how being told about the truth of her adoption at the age of 3 years old never became an issue in her life while growing up.

Ms. Bea Marie Palace, an adoptee from the Norfil Foundation also shared her experience after learning that she was adopted. It was out of curiosity that Ms. Bea came to learn about it because she, too, never felt like she was adopted at all. She recalled how it was hard for her and for her parents when she started to open-up and ask questions about her biological parents, yet they eventually accepted the idea that she’s longing to find her roots. Luckily, Norfil Foundation helped her contact her mom which was reported to be in Naga last year.

Director Pacita Sarino, the Bureau Director of the DSWD- Protective Services Bureau delivered the message for Undersecretary Vilma B. Cabrera. Usec. Cabrera’s message underscores how DSWD ensures that the poor, vulnerable, and the disadvantaged people are empowered for an improved quality of life. Usec. Cabrera’s message also noted with deep appreciation the presence and cooperation of its partner agencies such as the Norfil Foundation, Kaisang Buhay Foundation, Adoptive Families Foundation, Foster Adopt Support Group, Association of Child Care Agencies of the Philippines, Inter-Country Adoption Board representatives, the Council for the Welfare of Children (CWC), staff of DSWD field offices, the Department of Interior and Local Government, and the Metropolitan Manila Development Authority (MMDA).

The invited media partners, panelists from DSWD, selected adoptive families/adult adoptees and other agencies actively participated in the Open Forum.

For the second part of the event, Director Sarino participated in the ribbon cutting together with Director Dagulo for the opening and viewing of the photo exhibit.
