Council for the Welfare of Children

The Council for the Welfare of Children is the focal inter-agency body of the Philippine Government for children. It is mandated to coordinate the implementation and enforcement of all laws; formulate, monitor and evaluate policies, programs and measures for children. Providing dynamic leadership in ensuring a child-friendly and child-sensitive society where every child fully enjoys his/her rights.

In celebration of the National Children’s Month in November by virtue of Republic Act 10661”National Children’s Month Act” series of 2015, the Council for the Welfare of Children (CWC) has launched the “One Million Lapis Project” to promote the child’s right to (write as basic right) education especially for children whose situations have impeded their chances to go to school. ”Lapis” is a symbolic representation of the child’s need to express ones ideas and feelings, be empowered through learning, in recognition of the importance of writing skills and materials.

A documentary report in 2012 reveals that in far-flung villages, there are situation where elementary students divide one “Lapis” into three to be able to write. This shows the lack of materials for writing compounded with inadequate school facilities and the long distance of travel from home to school.

As of August 16, 2016 a total of 854,521 Pencils commitment were already generated from Private/business partners: SM Cares – 300T, National Bookstore – 50T, Soroptimist International – 50T, Landbank of the Philippines – 50T, Enchanted Kingdom – 50T, National Government Agencies: Department of Education – 200T, Department of Social Welfare and Development – 50T, Office of the President Presidential Communication Office – 50T, Department Justice – 10T, Department of Agriculture – 10T, National Council for Disability Affairs – 450, National Council for Children’s Television – 513, National Power Corporation – 400, National Electrification Administration – 574, Non-Government Organizations: Consuelo Foundation – 1,200, Childfund Japan Phils -954, Childhope-450 and Academe: Miriam College Middle School – 20T and STI Foundation – 10T.

The project is a partnership of National Government led by CWC and SM Cares. Other major sponsors included National Bookstore, Soroptimist International, Landbank of the Philippines and Enchanted Kingdom. It aims to gather Lapis/Pencils for the benefit of under privileged students who lack the opportunity to pursue schooling (necessary materials for writing). It is being envisioned to enter the Guinness Book of World Record by 2016.

Target to complete the One Million Lapis is on October 28, 2016 with Official announcement during the November 5, 2016 kick-off celebration of the 2016 National Children’s Month.

Expression of support were also generated from the Civil Service Commission, National Housing Authority, Land Registration Authority, Social Security System, Philippine Regulation Commission, Development Academy of the Philippines, Philippine Red Cross, National Dairy Authority, Philippine Insurance Commission, Commission on Filipino Overseas, Philippine National Police – Women and Children Center and Hotel Management Association of the Philippine.
