Council for the Welfare of Children

The Council for the Welfare of Children is the focal inter-agency body of the Philippine Government for children. It is mandated to coordinate the implementation and enforcement of all laws; formulate, monitor and evaluate policies, programs and measures for children. Providing dynamic leadership in ensuring a child-friendly and child-sensitive society where every child fully enjoys his/her rights.

In observance of the 38th National Disability Prevention and Rehabilitation (NDPR) week, the Council for the Welfare of Children (CWC) conducted a Forum on Children with Disabilities on 22 July 2016 at the DILG NAPOLCOM Center, EDSA, Quezon City. This year’s celebration focuses on the theme “Karapatan ng Maykapansanan, Isakatuparan . . . Now Na!”

The forum aimed to heighten awareness on existing laws, rules and regulations and policies on disabilities; to advocate for inclusive disabilities towards a child-friendly environment for children with disabilities; and to tackle the situation issues/concerns on children with disabilities (CWDs) towards creating more rights, benefits and appropriate services for them.

The event was graced by Assistant Director Dennis D. Villasenor of the Department of Interior and Local Government (DILG)-Bureau of Local Government and Development (BLGD). Asec; Usec. Ma. Lourdes H. Turalde of the Operations and Programs Group and Promotive Programs of the Department of Social Welfare and Development; and Exec. Dir. Patricia B. Luna of the CWC who welcomed the participants and guests with inspiring welcome remarks and keynote addresses.

The morning session began with presentations on the Convention on the Rights of the Child with emphasis on CWDs by Ms. Normina Mojica of CWC’s Policy and Planning Division and the Situationer on Children with Disabilities and Key Mandates on Disabilities presented by Rizalio Sanchez of the National Council for Disability Affairs. Notably, participants actively participated in the open forum after every presentation from the resource speakers.

One of the highlights of the event is the intermission number performed by Ms. Charlene Danica Escasinas of the Autism Society of the Philippines’ (ASP) Dream Girls and students from the Philippine School for the Blind and Philippine School for the Deaf.

The panel of speakers for the afternoon session discussed the current programs and initiatives for Children with Disabilities (CWDs), namely: Rights to Education by Dr. Roland D. Montes, Education Supervisor Specialist of DepEd; Rights to Health by: Dr. Philip A. Morales, Medical Specialist of National Children’s Hospital; Child Labor and Employment of Children in the Philippines by Mr. Jeromme Gabriel, Senior Labor and Employment Officer of the Department of Labor and Employment (DOLE)- Bureau of Workers with Special Concerns (BWSC); Local Government Unit’s Initiatives for CWDs by Ms. Wennah G. Marquez, Chief of Persons with Disabilities Affairs Division (PDAD) of the City of Mandaluyong; and, NGO Initiatives for CWDs by Exec. Dir. Ma. Teresa R. Nuqui of the Norfil Foundation.

Capping off the event, Mr. Elino Bardillon of the Council for the Welfare of Children formalized the commitment setting by presenting a Call to Action towards creating more rights and benefits for CWDs.
