In preparation for the 6-year National Strategic Plan on the promotion of Child and Youth Participation, the Council for the Welfare of Children (CWC) and the National Committee on Child and Youth Participation (NCCYP) with support from EDUCO organized a 3-day national workshop on June 16-18, 2017 in Manila.

NCCYP is a national network of child participation rights advocates from different government organizations, non-government organizations, faith-based groups, civil society organizations and children representing different children’s associations. NCCYP serves as a national forum for sharing experiences and technical expertise in child and youth participation in the Philippines.

Throughout the workshops, participants drafted a results-based, equity-focused, and gender-responsive National Strategic Plan on the promotion of child participation right for the next six years, i.e., 2017-2022.

In her opening speech, CWC Deputy Executive Director Atty. Marijoy Segui challenged the participants to actively contribute to the discussions in drafting the National Strategic Plan.

For the opening programme, NCCYP Chairperson Ms. Dolora H. Cardeno presented the accomplishments of the Committee from 2008-2016. In addition, Ms. Amihan Abueva of CRC Asia provided an update on the topic “ASEAN Consultation on Creating an Enabling Environment for Child Participation and the “ASEAN Baseline Study on Child Participation.” Ms. Abueva also emphasized that while ASEAN promotes child participation through its plans, most of these plans are not disseminated and implemented at the grassroots level.

Meanwhile, Dr. Henry Ruiz as the main workshop facilitator, presented the concept and principles of Results-Based Management (RBM) and Causality Analysis (CA) as the tools in analysing child participation in the Philippines.

During the workshop, the vision that was drafted for the implementation of the 2017-2022 National Strategic Plan states that “Lahat ng mga bata sa Pilipinas ay malayang nakakapagpahayag ng opinion na isinasangalang-alang sa pagbuo ng desisyon na may kinalaman sa kanila, at aktibong nakikilahok sa mga gawaing pangkaunlaran ng pamilya, pamayanan at lipunan na ayon sa kanilang kakayahan.” Moreover, the participants were able to collectively identify the indicative key activities for 2017-2022 that will help the NCCYP achieve its commonly agreed goals and objectives.

A second phase for the NCCYP Strategic Planning will be conducted on August – November this year, this phase will involve a writeshop among the members of the NCCYP, CWC-TMG and key agencies who will finalize the NCCYP Six-Year Strategic Plan for 2017-2022. This phase will also cover the actual conduct of the writeshop and layouting, editing, printing and launching of the Strategic Plan in celebration of the National Children’s Month this year.
