CWC supports Adoption Consciousness 2017:

Out of 5,695 children declared as legally available for adoption (CY 2009-as of January 17, 2017), only 1,409 children were placed-out for domestic adoption (Source:  DSWD-Protective Services Bureau).   The data reveals that there is a high number of neglected/abandoned children in centers/institutions waiting to be adopted.  Other than this growing data, issues such as public’s perception on adoption, lack of interest of families to adopt and the discrimination experienced by adopted children should likewise be addressed (Source:  DSWD).


One of the key strategies in addressing the issues is to have a massive advocacy campaign supported by the different institutions in the government, private/non-government organizations and international organizations on the observance of Adoption Consciousness Day.


Presidential Proclamation No. 72 signed on February 3, 1999 by the former Hon. President Ejercito Estrada stipulated the observance of Adoption Consciousness Day to call for public attention and ensure nationwide awareness on legal adoption of surrendered, orphaned, abandoned, and neglected Filipino children in need of permanent home.

 


For this year, the annual celebration will be held from February 11-19, 2017 with the theme:Pagmamahal Palaganapin, Legal na Pag-aampon Ating Gawin! (Spread Unconditional Love Through Legal Adoption). The theme promoted the legal adoption as an expression of unconditional love and support to abandoned, neglected and surrendered children. It also calls for actions to the public to do the legal adoption process and encourages the families with children directly entrusted to them to legalize the adoption of the said child.


Primary objectives are:  1)  to disseminate basic information about legal adoption including the adoption process, documentary requirements, procedures and the benefits and effects of adoption to the public; 2)  to educate the public on the legal process of adoption that may lead to applicants for domestic adoptions or inquiries on adoption and other forms of alternative family care; 3)  to respond to inquiries of the public on adoption and other forms of alternative family care thru Adoption Help Desks; 4)  to provide program orientation on adoption and foster care laws and guidelines to the officials and staff of DILG; and, 4)  to gather the adoptive families of Kaisahang Buhay Foundation (KBF), NORFIL Foundation, Inc. and Field Office NCR, IV-CALABARZON and IV-MIMAROPA and initiate organizing an interregional support group and network of adoptive families.


The following activities for the celebration are:  1)  Kick-off:  A Walk for Legal Adoption along Quezon City Circle, followed by a programme featuring the talents of adopted children Walk for Legal Adoption and Press Conference on February 11, 2017 at Quezon City Memorial Circle, Quezon City.  The Programme will be followed with a Press Conference with DSWD Secretary Judy M. Taguiwalo and an adoptive family as panelists; 2)  Setting up of Adoption Help Desks in DSWD Central Office and other partner government agencies such as Department of the Interior and Local Governance, Department of Health and Department of Education; 3)  Setting up of Adoption Help Desks with partner malls such as Ayala Malls, Festival Mall and selected SM Malls nationwide on February 18-19, 2017; and 4)  Conduct of Adoption Forum in DILG Main Office on February 17, 2017 at DILG Training Room, Napolcom Center, Quezon City.
