President DU30 leads the Recognition of Child-Friendly LGUs for Children and accepts the signed IRR of Centenarians Act of 2016

 

His Excellency, President Rodrigo Roa Duterte graced and conferred the 2015 Presidential Award for Child-Friendly Municipalities and Cities led by the Council for the Welfare of Children (CWC) and the presentation of the signed Implementing Rules and Regulations (IRR) of Republic Act No. 10868 or the Centenarians Act of 2016 spearheaded by the Department of Social Welfare and Development (DSWD) at Rizal Hall, Malacaῆan Palace on September 26, 2016.  The event was attended by Senator Ralph G. Recto, Senator Maria Lourdes Nancy S. Binay-Angeles, Senator Juan Edgardo M. Angara, Hon Sec. Ismael D. Sueno of DILG, Hon. Sec. Paulyn Jean B. Rosell-Ubial of DOH, Hon. Sec. Judy M. Taguiwalo and Usec. Florita F. Villar of DSWD, and CWC Executive Director Patricia B. Luna.


In the 2015 Presidential Award for Child-Friendly Municipalities and Cities (PACFMC), a total of sixty nine (69) LGUs have been recognized as Regional Awardees while twenty (20 of which qualified as National Finalists.


These LGUs are also recipients of the Seal of Child-Friendly Local Governance (SCFLG) conferred by the CWC which is the pre-qualifying requirement to the PACFMC.  The SCFLG is a recognition and audit system for LGUs delivering clear and positive results for children in the areas of maternal and infant health care, nutritional status of children, day care services, social protection program, school completion rate, and implementation of LCPC programs, projects, and activities.


The CWC initiated the Presidential Award for the Child-Friendly Municipalities and Cities pursuant to Executive Order No. 184 entitled “Establishing the Presidential Award for the Child-Friendly Municipalities and Cities” issued on December 13, 1999. The Presidential Award is considered as a mechanism to gauge the level of child-friendliness of a particular city or municipality and at the same time gives recognition to LGUs that put in place a child-friendly and child-sensitive environment and upholds the rights of Filipino children.  The Award is conferred to deserving local government units in recognition of their vital role in the sustained promotion of children’s rights to survival, development, protection and participation as well as in ensuring child-friendly governance.


The winners of the 2015 Presidential Award for Child-Friendly Municipalities and Cities are as follows:  Davao City, Region XI for Highly Urbanized City Category; Santiago City, Region II for Independent Component City Category; Ilagan City, Isabela, Region II for Component City Category; Buenavista, Guimaras, Region VI for 1st-3rd Class Municipality Category; and, Dumalneg, Ilocos Norte, Region I for 4th-6th Class Municipality.


Another milestone during the event was the presentation of the signed Implementing Rules and Regulations (IRR) of Centenarians Act or Republic Act No. 10868 to President Rodrigo R. Duterte (PRRD) and witnessed by solon authors coming from both the Senate and the House of Representatives.  The Centenarians Act of 2016 stipulates that all Filipinos, who have reached 100 years old and above, whether residing in the Philippines or abroad shall be honored with a Letter of Felicitation from the President of the Philippines congratulating the celebrant for his or her longevity; and a Centenarian gift in the amount of one hundred thousand pesos (Php 100,000.00).  “The passage of this Act is a tribute to Filipino centenarians who have spent their lifetime in contributing to nation building,” Secretary Judy M. Taguiwalo said.  She also appealed to local government units all over the country to ensure that their welfare desks and departments give priority to the needs of senior citizens and give them what is due them.
