10 February 2016

“I am the Solution! (Ako ang Solusyon!)”is the theme for the 20th National Awareness Week for the Prevention of Child Sexual Abuse and Exploitation, also known as the Child Sexual Abuse Awareness Week (CSAAW). The Council for the Welfare of Children (CWC) worked hand-in-hand together with the members of the Sub-Committee on Sexual Abuse and Commercial Sexual Exploitation of Children (SACSEC) group.

A kick-off activity commenced the CSAAW last February 08, 2016 at the Liwasang Aurora, Quezon City Circle for the morning activity. This was held in observance of the Presidential Proclamation No. 731 series of 1996 which aims to promote vigilance and unity against child abuse. This week-long activity is observed from February 08 to February 13, 2016.

The morning activity of the kick-off event was graced by Honorable Mayor Herbert M. Bautista

of Quezon City (Top Left); Executive Director Patricia Patricia Luna of the CWC (Top Right);

Mr. Jarrett Davis (Bottom Left); and Director Pacita Sarino of the Department of Social

Welfare and Development (DSWD)- Protective Services Bureau (Bottom Right).

Mayor Bautista gave an interesting welcome remarks on how the Quezon City Local Government continues to address child sexual abuse. He took note of the situation of the children living in the streets and how vulnerable they are to any forms of abuse. With this, he acknowledged how the Barangay Council for the Protection of Children (BCPC) continues to strive for the protection of these children.

Director Sarino delivered eye-opening remark, supported by the data on rape cases that the DSWD has served for the period of 2015. This data totaled to a number of three hundred thirty (330) rape cases between ages 14 to 17. Director Sarino encouraged the attendees to actively engage in various interventions relating to child sexual abuse.

Mr. Jarrett Davis, social researcher and consultant on Exploitation and Violence Issues, presented his research, entitled “Baseline Study on the Vulnerabilities of Street-Involved Boys to Sexual Exploitation in Manila, Philippines.” This study explores the vulnerabilities experienced by the street-working boys in Manila.

The CWC also presented its Audio Visual Presentation on CSAAW. The video highlights the commitment of youth advocates, barangay officials, parents, and NGO representatives who are committed in raising awareness regarding the prevention of child sexual abuse and exploitation.Another part of the morning activity involved the writing of pledges in the “I am the Solution” board by the attendees of the event.

Executive Director Luna concluded the morning activity by enjoining everyone to help stop child abuse cases in the Philippines continues to increase dramatically. She reiterated how it is important for the children to speak up when they experience or feel that something is uncomfortable for them. It is important to note that child sexual abuse involves not only physical touching but also other deviations as well.

A mini-concert was organized as the afternoon activity, held at the Covered Basketball Court of the Quezon City Circle. This involved interactive booths and on-stage performance by children and teens which they all enjoyed. In observance of the CSAAW, partner NGOs will be conducting their individual activities which is aimed at promoting civic engagement and public participation in this phenomenal issue on sexual abuse against children.
