Council for the Welfare of Children

The Council for the Welfare of Children is the focal inter-agency body of the Philippine Government for children. It is mandated to coordinate the implementation and enforcement of all laws; formulate, monitor and evaluate policies, programs and measures for children. Providing dynamic leadership in ensuring a child-friendly and child-sensitive society where every child fully enjoys his/her rights.

Barangay leaders, parents, children and residents of Barangay Quirino-2B, Project 2, Quezon City, gathered in the Council for the Welfare of Children (CWC)’s “Batang Babae, Kumusta Na?: A Forum on the State of Girl-Children in the Community.”

The Forum is in celebration of the Girl-Child Week conducted every 4th week of March, pursuant to Proclamation 579 of 1996. For 2017, the Girl-Child Week is observed on March 27-31.

The event aims to: 1) target community level which will present the current situation of the girl-children in the community; and 2) discuss the projects, programs and activities of the Barangay, Local Government Unit of Quezon City (QC), National Government Agencies and Non-Government Organizations.

Participants were welcomed by Barangay Chairman Celso G. de Veas and was followed by a keynote message from Executive Director Patricia B. Luna.

A Situationer on Children highlighting the results of the National Baseline Study on Violence Against Children (NBS-VAC) was presented by Ms. Normina Mojica, Planning Officer of CWC.

Dr. Serafia Vargas, OIC, Chief, Curriculum Implementation Division of the Department of Education (DepEd) Schools Division Office of QC, highlighted the Program Development, Educational Transformation and Deployment of the children in QC.

Subsequently, Dr. Maria Teresa B. Rivera, Chief of the Local Health Systems and Development- Family Health Cluster of the Department of Health- National Capital Region Office (DOH-NCRO) lectured on women’s health, pregnancy, childbirth and the services that mothers and children must avail.

In addition, PS/Insp. Winnie T. Lampuyas, Assistant Chief of the Investigation and Intel Section of the Anti-Violence Against Women and Children Division of the Philippine National Police- Women and Children Protection Center (PNP-WCPC) discussed the Crime Statistics which shows that violence against children (VAC) fared second in the most reported cases of WCPC. Moreover, she also discussed policies, guideline, directives and PNP’s Crime Prevention and Awareness Program.

Ms. Clarita Alagar, President of the Soroptimist International of Congressional, shared the organization’s continuing partnership with CWC and noted the Water, Sanitation and Hygiene (WaSH) facility in a community in Quezon City as the current project of their organization which particularly caters to children.

In the Local Government of QC, Mr. Ricardo Batta, Social Welfare Officer of the Social Services Development Department (SSDD) also shared how children are protected through social welfare interventions.

Likewise, Chairman Celso de Veas highlighted presence of the Barangay Council for the Protection of Children (BCPC) as fully-functional in their Barangay and answered questions regarding the discipline hour in the community.

Lastly, Atty. Marijoy D. Segui, Deputy Executive Director of CWC thanked the Barangay and enjoined the participants to support the upcoming events and advocacy activities of CWC.
