The Council essentially provides policy directions, advocates and coordinates the implementation and monitoring of Child-related activities through a network of partner agencies at the national and sub-national levels. For this purpose, the Council initiated the development of “Subaybay Bata Macro Monitoring System” or SBMS Macro MS to generate information on the status of implementation of the Convention of the Right of Children (CRC). The system is designed to operate on the same principle ensure sustained inter-agency and multi-sectoral collaboration. The development of SBMS Macro MS was completed in 2003. The system translates the country’s vision for the Filipino children into concrete, measurable impact indicators within the context of child rights (CRC) and a continuous life cycle (CHILD 21. The system also attempts to determine the extent by which achievement of the goals set are making significant changes in the situation of the Filipino children.

The SBMS Macro MS provides general and aggregated picture of children at the national and regional levels; sources of data are the administrative reports, census and survey outcomes; generates information on the status of the children in the country; and, supports the production of Annual Status of Filipino Children Reports and the Philippine Implementation Report to the CRC, which is every five years. A Council Board Resolution No. 3, Series of 2003 was issued supporting the implementation of the Macro MS, ensuring sustainability and for other purposes. A Memorandum of Agreement between CWC and the partner agencies provides for the submission of narrative reports based on the statistical reporting tables as mutually agreed upon following the major cluster of children’s rights. A Council Board Resolution No. 2, Series of 2009 was issued approving the SBMS Macro MS Guidelines for national partner agencies in preparing narrative report accompanying analysis.

Current Status Report:

For 2012, data submitted by the member and partner agencies (e.g. DepEd, JJWC, NSO, NSCB, DSWD, etc.) were used in the preparation of Powerpoint situationer and made accessible thru public use file of CWC and for the Child Labor Knowledge Sharing System (CLKSS) website of DOLE-BWSC. Also, the said powerpoint was utilized by the Directors for situationer on Filipino Children presentation. Data were provided to researchers, member/ partner agencies (GO & NGO), and some media partners (e.g. GMA 7, TV 5, & PIA radio networks). Furthermore, data was provided and made part of CWC Kit folder disseminated to partners and participants of National Children’s Month major activities, especially during the Media Dialogue/Press Conference. Developed and facilitate publication of SBMS Manual distributed to partner agencies (e.g. workshop, meetings).
